Sun care is one of the strongest categories a foreign beauty brand can bring to Taiwan — daily use, year-round demand, a consumer base that reads SPF and PA ratings like nutrition facts — and it is regulated one notch above ordinary skincare. Sunscreens belong to Taiwan’s “specific-purpose cosmetics” group alongside hair dyes, perm products and similar items: the old pre-market license regime for this group has been retired in favor of notification plus a Product Information File, but the active-ingredient lists, concentration caps, efficacy substantiation and labeling warnings remain stricter than for general cosmetics. This guide covers what “specific-purpose” means in 2026, the sunscreen-specific rules, and how to launch sun care without a compliance stumble.
What “specific-purpose cosmetics” means now
- Scope: products with designated functions — sun protection, hair coloring, hair perming/straightening, and similar — historically regulated more tightly because of their actives.
- Regime shift: the pre-market approval (license) system for this group was phased out in favor of the notification system used for all cosmetics, with the PIF requirement now universal (the background is in our cosmetics regulation guide).
- What didn’t loosen: permitted-ingredient lists and concentration limits for the actives, substantiation of efficacy claims, and category-specific labeling and warning requirements. Notification made the procedure lighter; it did not make the science optional.
Sunscreen rules that decide your launch
- UV filters are list-bound. Only permitted filters, each within its maximum concentration. A filter widely used in your home market can be absent from Taiwan’s list or capped lower — screen every filter in every SKU before anything else.
- SPF and PA claims need evidence. Protection claims must be supported by recognized testing methodology, and Taiwan caps how high a labeled SPF may go; the substantiation belongs in the PIF, and over-claiming sun protection is one of the fastest routes to enforcement and to a Dcard thread.
- Labeling carries the category’s warnings and usage directions — reapplication guidance, cautions, and the full ingredient list — on top of general cosmetic labeling items (see the labeling guide).
- Claims discipline is stricter than it looks. “Prevents skin cancer,” “repairs sun damage,” “medical-grade” — medical territory, with medical-efficacy penalties (the claims regime is in our advertising and claims guide). Stay within protection, cosmetic feel and usage benefits.
- Hybrid products inherit the stricter rule. Foundations, BB creams and moisturizers with SPF claims are treated as sun-protection products for the purposes of filters and substantiation — a common surprise for color-cosmetics brands.
Why the effort pays in Taiwan specifically
Humid subtropical climate, high sun-protection literacy, daily-use habit across genders and ages, and an ingredient-reading consumer who compares PA ratings and textures — Taiwan is one of Asia’s most rewarding sun-care markets, and the compliance bar filters out casual competitors. Lightweight, non-greasy textures with credible protection and honest claims win loyalty that lasts seasons (the consumer picture is in our beauty market guide).
Launch sequence for sun care
- Filter and concentration screen against Taiwan’s current lists — the go/no-go step.
- Substantiation package — SPF/PA test reports by recognized methods, stability data, safety assessment inputs for the PIF.
- Notification and PIF assembly through your Taiwan importer, with ownership and transfer rights contracted.
- Label and claims engineering — warnings, directions, ingredient list; claims kept to protection and cosmetic benefits.
- Launch timing — spring builds, summer peaks; seed KOC content ahead of the season so reviews exist when searches spike.
FAQ
Do sunscreens still need pre-market approval in Taiwan?
The former license regime for specific-purpose cosmetics has been retired in favor of notification plus PIF — but with filter lists, concentration caps and efficacy substantiation still applying. Confirm current TFDA guidance for the specific product before filing.
Can we label the SPF value we use at home?
Only if it’s within Taiwan’s labeling cap and supported by recognized test methodology; higher values than the cap can’t be labeled even if measured.
Our BB cream has SPF — is it “specific-purpose”?
For filters and substantiation purposes, an SPF claim brings the product under sun-protection rules. Plan its screening and evidence like a sunscreen.
How long does a sun-care launch take?
Filter screening and substantiation set the pace: with compliant filters and existing test data, notification and PIF run in parallel with content over a few months; a filter substitution restarts the clock with reformulation and retesting.
